Steve Porter is the Founder and Co-Owner of FCE Benefit Administrators, Inc. (FCE), a Bay Area-based fringe benefit administration firm specializing in prevailing wage and government contractor compliance. Under Steve’s leadership, FCE has become a nationally recognized administrator serving U.S. defense contractors and other employers subject to the Davis-Bacon Act and the McNamara-O’Hara Service Contract Act (SCA).

Steve developed his expertise in the fringe benefit and prevailing wage industry through decades of hands-on experience across all operational and regulatory aspects of the field. His deep knowledge of prevailing wage legislation and compliance strategy positioned FCE as a leading partner to government contractors seeking to maximize employee benefit value within mandated fringe budgets while maintaining strict regulatory adherence.

Throughout his career, Steve has worked closely with contractors operating on complex federal projects, including those in Iraq, Afghanistan, the Marshall Islands, Guam, Puerto Rico, and Antarctica. FCE’s client base includes more than 250 corporations, among them Javits-Wagner-O’Day (AbilityOne Program) organizations that provide employment opportunities to individuals with disabilities and service-disabled veterans.

Beginning in 2013, Steve proudly served on the Board of Caminar in San Mateo, California. Caminar is dedicated to advancing community-based services and opportunities for individuals with mental health conditions and disabilities, enabling them to live and work in the communities they call home. During his tenure, Steve was actively involved in governance and fundraising initiatives and served as Board Chair for two years, from 2017 through 2018. Following completion of his term as Chair, he concluded his board service and remains proud of the organization’s ongoing impact.

A native of Alabama, Steve earned his degree in Business from Troy University. He later relocated to Northern California, where he gained recognition as a real estate developer. He remains active in property development, including the acquisition and renovation of the historic Highland Dell Lodge in Monte Rio, California. Steve and his family reside in San Mateo, California.

Isaac Domenech serves as Chief Operating Officer of FCE Benefit Administrators, Inc., bringing more than 32 years of senior executive leadership experience and a proven record of driving operational excellence, organizational transformation, and technological innovation in complex, highly regulated business environments.

Since joining FCE in 2014, Isaac has played a pivotal role in shaping the company’s long-term strategic direction and operational modernization initiatives. He successfully led FCE’s transition from a legacy on-premises IT infrastructure to a secure, scalable cloud-native enterprise environment, positioning the organization ahead of evolving cybersecurity, compliance, and infrastructure lifecycle challenges.

Under his leadership, FCE established a dedicated Technology Division responsible for the design, development, and implementation of the company’s proprietary Health & Welfare administration platform, TPA dashboard ecosystem, customer care systems, and mobile application technologies. These enterprise platforms have significantly enhanced operational efficiency, compliance oversight, data security, scalability, and overall client experience.

In 2024, Isaac led FCE’s successful designation as an official Google Partner™, further strengthening the organization’s technology strategy and enterprise support capabilities. This milestone expanded FCE’s access to advanced Google Cloud™ technologies and accelerated the integration of AI-driven code development, system optimization, automation, and application enhancement tools, future-proofing the company’s administrative infrastructure within an increasingly complex regulatory and technological landscape.

Most recently, Isaac provided the vision, leadership, and execution strategy for a multi-phase enterprise AI transformation initiative focused on integrating artificial intelligence into administrative, operational, and decision-support workflows across the organization. This initiative included migrating the company’s application architecture from legacy .NET frameworks to .NET 10 and transitioning its data infrastructure from traditional SQL environments to a cloud-native BigQuery™ data warehouse ecosystem to support scalable AI and machine learning capabilities.

Recognizing that successful AI adoption requires organizational readiness as much as technological advancement, Isaac also developed and led executive AI education and enablement programs focused on AI literacy, prompt engineering, operational integration, and practical business applications for leadership teams and key personnel.

The final phase of the initiative involved developing a secure, collaborative AI environment that enabled FCE’s AI teams to leverage Claude™ and other generative AI technologies within a controlled enterprise ecosystem. The architecture was designed with strict data governance and security protocols, maintaining a secure firewall between AI systems, enterprise applications, and sensitive organizational data to ensure compliance, privacy, and operational integrity.

Isaac’s executive leadership experience spans operations, technology strategy, compliance, finance, human resources, sales and marketing, and strategic relationship management. He is widely recognized for executing growth strategies that strengthen operational performance, stabilize revenue cycles, diversify income streams, optimize organizational efficiency, and align enterprise initiatives with long-term corporate objectives. Through disciplined execution and forward-focused leadership, Isaac continues to strengthen FCE’s competitive position and drive sustainable long-term growth.

As the President and Chief Marketing Officer, Chris leads the firm’s sales and marketing efforts. In this capacity he oversees new product creation, communication with existing clients and new account formation. His efforts directly support the happiness and well-being of the clients he serves through the entire life cycle of onboarding new clients to maintaining ongoing administration.

Chris began his career as a junior sales associate at FCE in 2006. He increasingly took on more responsibility by expanding his clientele. Chris is a subject matter expert when it comes to assisting Government Contractors with Fringe Benefit Strategies operating under the Service Contract Act (SCA), Davis Bacon Acts (DBA), Prevailing Wage Legislation and Health Care Reform.

Chris earned his BS in Economics from Denison University (2006). He enjoys cycling, snowboarding, and spending time with his family.

Solomon is a seasoned technology leader with over 16 years of experience in data engineering, cloud architecture, and enterprise solutions. Since joining FCE in February 2016 as a pioneer member of the on-site Technology team, he has played a pivotal role in shaping the company’s technology strategy, infrastructure, and product innovation.

As a Lead Solutions Developer within the Business Systems and Applications Development teams, Solomon architected the True Ups system for ASO clients, directly establishing a new line of business for FCE. He also led the development of early-stage prototypes for carrier data exchange and client Hours Import processes, foundational capabilities that enhanced operational efficiency and data integration across the enterprise.

Over the past six years, Solomon has been a core leader within the Spartan initiative and currently serves as Director of Spartan DevOps. In this role, he has driven feature development across Hours Processing, Class Changes, COBRA Processing, and Entity Terminations. Simultaneously, he has led infrastructure modernization initiatives focused on cost optimization, performance enhancement, scalability, and security hardening, strengthening FCE’s technical foundation for long-term growth.

As CTO, Solomon oversees FCE’s enterprise technology strategy, platform modernization, cybersecurity posture, and AI integration roadmap. His leadership will be instrumental in advancing cloud-native architecture, intelligent automation, and scalable systems designed to support FCE’s continued expansion and innovation.

Solomon holds both an M.S. and a B.S. in Chemical Engineering from Lehigh University, as well as a Cloud Architecture Certificate from UT Austin. He maintains multiple professional certifications, including Microsoft Azure Solutions Architect Expert, Azure Administrator Associate, Azure Database Administrator Associate, and CMMC Certified Professional.
